with over 35 years of professional experience. We are a team of
professionals with hands-on field experience and proven track
records.
What distinguishes us is that we have worked extensively on diverse

Philip
Helmes, PE
Philip Helmes is the founder and president of Helmes&Co.
With over 35 years of project management, engineering, and financial
experience in real estate development and heavy civil construction
projects, he serves as an expert advisor and management consultant
in the areas of capital projects management, process/operations
enhancement, performance risk management, and dispute resolution.
Mr. Helmes has consulted for owners, contractors, architects, and
engineers on a number of multi-billion dollar infrastructure,
commercial, and process projects and managed the technical and
business requirements of land acquisition, approvals, construction
funding, design, and build-out.
He has actively participated in numerous rail, airport,
highway, bridge, tunnel, power plant, oil and gas, chemical,
wastewater treatment, and also major commercial projects such as
sports and entertainment arenas, performing arts and exhibition
centers, museums, hotels, resorts, hospitals, and educational,
residential, manufacturing, and mixed-use facilities.
Additionally, Mr. Helmes has worked on numerous municipal and
government facilities, including courthouses, libraries, offices,
and banks.

Heather Brockett
Heather Brockett has extensive engineering training and research
experience, including participation in projects funded by the United
States Department of Energy, the Extrusion Technology Foundation,
and Alcoa, Inc. She has been involved in a number of engagements,
including change order and design error/omission claims, schedule
impact claims, loss of productivity reviews, schedule oversight, and
advisory services.
Ms. Brockett provided schedule oversight for the multimillion
dollar modernization effort of a major federal government agency's
research and laboratory facilities. She assisted in both developing
scheduling guidelines and reviewing the contractor's project
schedules for compliance with contract requirements and standard
industry practice.

Selwyn Delhomme
Selwyn (Tony) Delhomme brings over 34 years of experience in the
mechanical construction industry. His experience includes 14 years
in mechanical contracting—the last seven serving as general manager
with full profit and loss responsibilities—and 20 years as a
mechanical construction consultant.
Mr. Delhomme has performed hundreds of cost estimates, including
conceptual, design development, and contract documents for AEs,
owners, and government agencies. He has also functioned as
construction manager on several large industrial projects.

William D. Driscoll
William Driscoll has over 15 years of experience in engineering,
construction, and project management. His extensive field experience
includes heavy highway construction, structural steel fabrication
and erection, power plant construction and start-up, owner
representation, claim preparation and analysis, CM-at risk, and
general contracting. Mr. Driscoll is skilled in contract
preparation, value engineering, constructability reviews, schedule
and productivity analysis, change order management, and negotiation.
As the construction manager of a $600 million mixed-use development,
he represented the owner in contract negotiations with the general
contractor and other stakeholders; completed cost, schedule and
constructability studies to reduce risk of overruns during
construction; and coordinated multiple design consultant disciplines
to reduce overall project cost. On a $14.8 billion underground
transportation/construction megaproject, Mr. Driscoll was involved
in the negotiation of a $120 million extended overhead and
inefficiency claim resulting in a global settlement. He began his
career working as an engineer on a $100 million cogeneration power
plant, part of a $4.5 billion wastewater treatment facility project.

Richard Ferrell
Richard Ferrell is a real estate consulting affiliate for Helmes&Co
with over 38 years of experience in property development and real
estate finance. He is a real estate developer with a financial
orientation having started in the business as a financial analyst
who gained successively more experience as a project manager, CFO,
development principal, financial institution executive, and vice
president of development with a national real estate investment
firm.
Mr. Ferrell has hands-on development experiences with office,
industrial, high-tech, single-family and multi-family housing, land
development, and mixed-use properties.

Margaret Fulenwider
Margaret Fulenwider has over 15 years of experience in
residential, commercial, stadium, power plant, oil production,
wastewater, and highway construction. She provides services to
counsel, owners, architects, engineers, and contractors on matters
such as resolution of contract disputes, change order and claim
reviews, schedule impact analysis, litigation support, and
alternative dispute resolution.
For a $14.8 billion underground transportation/construction
megaproject, Ms. Fulenwider participated in numerous engagements,
including project-wide management reviews and special purpose
assessments focused on streamlining project management. On several
contracts, she assisted in project schedule and cost recovery
efforts.

Kathleen Gorman
Kathleen Gorman has over 20 years of experience in construction
management on projects ranging up to $500 million in size. She has
significant experience in CPM schedule development, review of
contractor schedule submittals, analysis of contractor delay claims,
schedule management and identification of mitigation measures to
ensure timely completion of construction projects, and the use of
Primavera Project Planner software and related comparison tools.

John Hawkins
John Hawkins is a highly seasoned senior marketing executive. He has
extensive experience in strategic planning and project management,
line marketing and sales, and the creation and execution of
positioning, advertising, public relations, and market research
initiatives in a broad range of industries, with particular emphasis
on real estate.
Mr. Hawkins is an action-oriented, creative problem solver, team
builder, and communicator, drawing from the disciplines of packaged
goods marketing and professional management consulting.

Albert Nagy
Albert Nagy is a real estate consulting affiliate for Helmes&Co. He
has over 37 years of experience in all aspects of real estate,
including property management, asset management, acquisition,
finance, disposition, and syndication.
Mr. Nagy's operating expertise includes all property types as well
as land management and development. He is a member of the National
Association of Review Appraisers & Mortgage Underwriters.

David
M. Ponte, PE
David Ponte has over 25 years of experience in the design,
construction, and management of large, complex construction
projects. His extensive field experience includes the preparation of
detailed construction cost estimates and project budgets, the
development of large complex CPM schedules, the preparation of
contractor construction claims, and the development of engineering
calculations and plans.
Mr. Ponte was the chief engineer for a marine and general
contractor; he was in charge of the preparation of construction cost
estimates and proposals, procurement of materials and
subcontractors, and the development of engineering and CPM
schedules. Mr. Ponte was a project engineer on a $180 million
tunneling project, a portion of a $14.8 billion underground
transportation/construction megaproject; his responsibilities
included the preparation of contract claims, technical issues, and
quality control. For a $21 million bridge demolition project, Mr.
Ponte was the project engineer responsible for the preparation of
the original bid estimate, the development of the project budget and
the CPM schedule, the preparation of engineering submittals, and the
procurement of subcontractors.
As a consultant, he has provided strategic risk management and
dispute resolution services to owners, contractors, design
professionals, insurance carriers, and counsel on a number of
matters. Mr. Ponte has published several articles relating to
construction cost estimates and presented on various construction
claims topics. His wide-ranging background gives him a unique
understanding of the design and construction process, and clear
insight into any related issue.

Ellen P. White, PE
Ellen White brings more than 17 years of experience in project
management, engineering and construction of complex infrastructure
projects. She has extensive experience managing the design and
construction process, identifying and mitigating risk, conducting
budget negotiations, and resolving disputes. As an experienced
quality manager, Ms. White is skilled in performing compliance
audits, implementing QA/QC procedures and training, and developing
safety plans.
She served as a construction manager and owner's representative on a
$1 billion mixed-use development project. Ms. White also served as a
project manager on a $14.8 billion underground
transportation/construction megaproject. Her in-depth design
experience ranges from working as a structural engineer for the
Texas Department of Transportation to directing design teams for
various heavy civil construction projects.
