Labor productivity modeling
Productivity impacts usually arise during the later stages of a project when the time remaining imposes increased schedule pressure on the work remaining to be completed. A contractor bears a significant burden of proof to demonstrate that additional work or a change event caused impacts or losses during contract work.

Helmes&Co develops productivity models using sound, tested methodologies, and we have a strong track record of developing legitimate inefficiency claims and defending loss-of-productivity claims.

Management & IT needs assessment
Helmes&Co has performed a number of project-wide management reviews and special-purpose management assessments. These reviews have focused primarily on streamlining project management processes and/or specific departments to efficiently achieve management goals. We assess management plans and offer performance-improvement recommendations.

Performance-indicator dashboards
To help stakeholders in capital projects quickly identify problems, implement timely solutions, and improve results, Helmes&Co developed Performance Trustee®, a performance-indicating dashboard.

To tailor Performance Trustee to a project's particular needs, our consultants collaborate closely with project professionals to uncover performance expectations and establish performance rules, against which actual performance is measured. When performance deviates from the predetermined expectations, our rules-based system highlights the exceptions and ultimately triggers and guides management actions.

We periodically interview project professionals, visit the project, and, if necessary, meet with the project owner to enhance the monitoring effort and guarantee accountability. Some of the key benefits of Performance Trustee include:

Efficiency
Key performance metrics are compiled over a portfolio of projects and are clearly presented through a user-friendly portal interface.

Increased accountability and productivity
Performance metrics are clear and transparent so senior management's reliance on both internal personnel and external resources are reduced.

Reduced claim exposure
We have identified areas where professionals may be vulnerable to claims alleging substandard or negligent performance. The capabilities of Performance Trustee enable management to identify weaknesses in these areas and take the actions necessary to reduce exposure to claims. Areas of potential vulnerability include:
  • Clarity of expectations
  • Code compliance and interpretation
  • Commitment to schedule
  • Communications and information flow
  • Completeness of construction documents
  • Cost growth and budget impact
  • Decision-making, timeliness
  • Discipline and design package coordination
  • Documentation process and protocol
  • Staffing qualifications and capacity
  • Validity of design criteria or assumptions

Program performance risk modeling
Helmes&Co's Risk Management and Planning System (RMPS) can systematically identify areas of risk and align program expectations with the dynamics of the program development. RMPS facilitates early intervention and accommodates a program's unique characteristics and needs.

RMPS provides a coherently structured communication platform and integrated protocol that is scalable and adaptable to the requirements of a program. It allows program managers to establish and monitor a risk management process based on information gaps and identified action items.

This process-centric tool allows the multi-faceted team to visualize a consistent set of data definitions and structures and share a common understanding of the relationships between activities, costs, and resources. This foundation is critical since programs use a shared pool of resources.

RMPS disseminates essential information such as hierarchical risk breakdown, risk ownership, and action item responsibilities. It also hosts an array of functional capabilities associated with program planning and budget control integrated to successfully close gaps and meet project needs.

Developed in line with the best practices in program management, RMPS can be tailored to the goals and strategy of the program to optimize business performance.

Schedule & budget monitoring
Helmes&Co has extensive experience assessing schedules and monitoring budgets. Our services allow management to focus on achieving desired results within the project schedule and budget constraints.

Many of our professionals have actively scheduled and managed projects, and this hands-on experience is a valuable asset in examination and development. We have successfully analyzed and defended many contractor delay claims.

Our consultants utilize the most current project data as well as prospective and retrospective views. In addition to forensic analysis of schedules, we also develop recovery or "to-go" schedules for contractors and owners.

Although we are skilled in the use of scheduling tools and understand their features and "tricks," we also take a practical approach, applying reasonable logic to ensure our schedule analysis is valid.

We are familiar with issues of float suppression, multiple calendars, resource loadings, compare programs, and other types of scheduling and monitoring tools.
